Saute the onion, garlic, and carrots with the seasonings until tender and fragrant.
Whisk in the flour to make the roux, then gradually whisk in the broth until smooth. Bring to a boil.
Once the soup is boiling, stir in the frozen tortellini and fresh spinach. Cook for a few minutes.
Pour in the cream and return to a boil. Let cook and thicken for a couple minutes, then remove from heat.
Season with salt and pepper to taste, then ladle into bowls and serve. Enjoy!
