Mix the chicken, apple cider vinegar, soy sauce, garlic, light brown sugar, peppercorns, red pepper, and bay leaves in a large zip-top bag.
Seal the bag and refrigerate for 2 hours.
Heat a large pan over high heat. Pour the chicken and the marinade into the pan and bring it to a boil.
Reduce the heat to a simmer, cover, and cook for 30 minutes. Turn the drumsticks halfway through cooking.
