In a medium sized saucepan combine the water and quinoa; bring to a vigorous boil.
Reduce the heat, cover and let simmer until quinoa is tender, about 15 minutes.
Remove from heat and fluff up with a fork.
Heat oil in a large skillet over medium heat.
Add cooked quinoa, pecans, raisins, curry powder, salt, and pepper; stir to combine and continue to cook for 2 to 3 minutes, or until heated through.
Remove from heat and stir in green onions.
Serve with a dollop of plain yogurt.
