Preheat oven to 350.
In a medium-sized bowl sift together the flour and baking powder; stir in ground graham crackers and set aside.
Place the butter and the chocolate chips in a small saucepan and heat over medium heat until melted and smooth. Set aside.
Crack the eggs in a large mixing bowl, add in the sugar and vanilla.
With the electric mixer on medium speed, beat the mixture for 10 minutes, or until pale and creamy.
Stir the flour mixture into the egg mixture.
Fold in the melted chocolate.
Let stand for 10 minutes.
Line two baking sheets with parchment paper.
Drop dough by rounded tablespoonfuls, about 2 inches apart.
Bake for 9 to 11 minutes, or until dry and cracked.
Remove from oven and top each cookie with marshmallows.
Set broiler on high.
Broil for 2 minutes, or until marshmallows slightly brown and begin to melt.
Remove from oven and top with reserved graham crackers and chocolate syrup.
Let cool.
Serve.
For a fun twist, sandwich cookies together so that the marshmallows are inside the sandwich.
